That bumper in your picture is Asian with Mugen grille.

I want to clear speedbump said and dominate the roads in my r18 lol.

Take a closer look at the bumper though. It's hard to tell by the lighting but look at those lines. They don't look like the Asian bumper unless that's an add on full lip. It basically cover half the bumper.

No where to be found... looks like you might have to get it shipped overseas.
Philippines has it and i remember seeing some shops from there that also did custom kits for the '12.
