lowering license plate (by just an inch)

I came across this picture and I noticed the license plate is lowered by just an inch. Does anyone know how to do this? Sorry if this is a silly question.

It could literally be where the dealer drilled the bumper. I've seen some insane bumper drill jobs posted here.

I've seen people flip it upside down as well, or other variations in this thread -
