where the turn signal light are they the plastic sticks out while the inner part is flush with the hood and body

I’d imagine it sticks out for additional visibility/safety when seeing the car at an angle. Look at the passenger side headlight as an example. Even at this shallow of an angle, if the headlight followed the body you’d probably not be able to see the turn signal etc. With it sticking out slightly it provides a wider angle of view.
