Taillights only getting 9V after LED swap

I have a 2012 civic and tried to replace the taillights with Amazon 7443 LED bulbs. Apparently there may have been some compatibility issues and it seems to have caused issues with the taillight system. I had no brake lights, no taillights, a VSA warning, power steering warning, and shifter was locked. When I replaced the #17 STOP fuse in the engine bay fusebox I restored brake lights, shifting, and the warnings went away.

Now I just don't have regular taillights. If I turn on the lights, I get 9V at the taillight harness. Side marker lights still work. So far all the fuses I've checked (SMALL, Illumination) are intact and read <1 ohm. Where else do I go from here? Does someone have a wiring diagram of the taillights for this car?
