"Thumping" underneath the car at hwy speeds

Noticed a "Thumping" noise on my 2012 Civic EX 4 Door when driving above 45 mph, and especially when a big truck passes me on the highway. Put it up on the ramps and noticed that the 'belly pan' that covers the underside of the engine (with the metal part that you remove to change the oil) isn't fastened very well. No fasteners are missing or loose, that I or the dealer can tell, but I can move the panel a good 2 inches up and down with my hand from underneath the car.
Definitely where the 'thump-thump-thump' is coming from, especially during buffeting when being passed on the hwy.
Dealer says that they're all like that and that no one else is complaining.

Going to attempt to attach more fasteners, myself!
 
are you referring to the black plastic moving under the car?
