    Technically yes, because the harness will draw power directly from the battery using the fog power as a switch to the relay. All lights in cars flicker if not turned off when the battery turns on the engine, its common to direct all power to the starter for cranking amps.

    There could be numerous reasons why it doesnt work. I would diagnose this starting with a visual comparison of the harness pin and the factory harness pins layout and see if theyre consistent.
