Exactly. The bulletin is simply a notice to Honda technicians on how to handle the issue. If your car isn't consuming excessive oil, then please disregard the bulletin...even if your car falls into the range of cars that qualify.
The bulletin does not reference any prerequisites other than "The engine oil level is low on the dipstick, and the low oil pressure indicator may come on."

Yeah, it was definitely a chore. You'd think that Honda would have at least created all of the necessary holes in the proper spots during manufacturing. Drilling them all made me extremely nervous.

Well, I had only owned the car for a week prior to installing it, so if it reduced the noise at all, I wouldn't be a good subject to comment on that. But if anything, it does complete the appearance of the trunk interior since it looked out of place without one to begin with.
Not the trunk but the plastic piece that the emblem connects to. It's not metal, is color-coded, and easily replaceable for like $50 or so should I ever decide to just put it back to stock.
This on the Sedan anyway. No idea if that can be done on the Coupe.
The tabs on the emblems do not align with the holes already present.
You can either cut off the tabs completely, or you can drill new holes in the front grille and rear panel that align with the emblems...then use four metal push nuts to hold the tabs (and thus the emblems) in place.

There's a strong possibility that there was another car behind that one, which would then show the front grill and headlights of said car.
I suspect they chose to put another car behind it instead of, say, a child that was about to be ran over.
