I am however not entirely impressed with this passthrough as I have heard using such a major factory artery can cause damage to other wiring and possible leakage?
Especially when other grommets/plugs are available for use.
Just had a alarm put in on my 9th gen civic. This is where they chose to pass through the firewall. To me, this looks like a poor choice when there are smaller unused grommets/plugs available. The area they chose to pass through looks like the major wiring artery from the battery to the interior...

I plugged the fuse tap back into an empty circuit - number 23. It's currently powering a radar detector, which also has a volt meter..
When the car is idling, the voltage is coming through as 12.5 volts...
When I previously was driving and had the radar detector plugged into the cig lighter...
I have a feeling my problem has something to do with the grounding of the circuit.
I connected the ground terminal to a bolt to the immediate right of the fuse box with some other plugs near it.
I wouldn't be surprised if this was not a proper ground and led to some kind of a short?
