Punch out the rivet. Hammer and a punch might work.

What is it riveted too? That kind of looks like a plastic body panel. I would hesitate from attempting to hammer anything as the sudden force could crack the plastic around the hole and you also risk scratching the painted surface.

The hammer method worked. However, I did end up scratching the paint a little bit from trying to pry off the rivet. But it's just on the bottom of the lip, so not noticeable.

Depending on how deep the scratch is you can probably buff it out with some polishing compound.
