Is it a friend? I know some people who generally like to cuddle, and don't always feel like it should lead to kisses touches or sex. So I would say if ur friend is like that then it doesn't mean anything. If it's a romantic partner or prospective romantic partner maybe they are waiting for ur vibe to give them the ok to proceed to do more things. Or they don't want to push u/move too fast.

I have my moments where I just want to cuddle. I'd say if they aren't getting it going then u should. It's what I would do when I want more then cuddling. I jus take the first step.
