(low beam) bulb replacements thats not too bright?

I need to replace my stock low beam bulbs on my 2014 civic lx as driving at night is ridiculously dangerous.

Everyone recommends the SYLVANIA 9006 SilverStar zXe High Performance (9006) or PIAAs but some members have mentioned it being too bright. I live in San Francisco and I do not want to be mistaken for using my high beans, especially when driving around cops who will pull you over for anything.

Is there anything that is brighter than stock but not blinding?

A longer lifespan bulb is also a plus.

If you are worried about bulb longevity, I'd stay away from blue tinted bulb glass. If you are worried about getting pulled over, I'd get something similar to stock halogen bulbs. I'd suggest something like this:
