Wheel diameter doesn't have an affect on offsets right?

A 17" wheel with a +22 offset won't sit further in the fender well (because it's a smaller diameter) than a 18" wheel with a +22 offset?
 
The second number tells the width.

17x8+22 will be the same width as
18x8+22. The 8 means it's 8" wide. The last # shows the offset. They would both sit the same on your car. The 18 would just fill the height of the fender more.

That's what I've always thought, but for some reason I started questioning it this morning haha.

On another note, tire sidewall has no affect on tire width either right?

Like a 9.5 215/35 won't sit further in a fender well than a 9.5 215/40 does.

Because those numbers are stretch fitment I'm not sure if that does anything? I assume if it was a proper fitting tire then the sidewall has no affect on width.
 
The first # on the tire is the width in millimeters. So a 215 tire is 215mm wide. The 2nd tire # is the ratio of the sidewall height. So a 215/40 will have a taller sidewall versus a 215/35. You have to stay within the same range as stock or you end up skewing your speedometer.
