Apartment complex to require pet DNA in cleanup crackdown

WEST CHESTER, Ohio - Management at a West Chester apartment complex recently put out letter of notice to animal owners. Here's the scoop; the complex is taking extreme measures to get dog owners to clean up after their pets.
It's a new program that would help identify an animals poop by testing for DNA.
Dogs would have their mouths swabbed and their DNA put on file.
There is no cost initially, however new residents and current ones who choose to get a dog will have to pay a $50 per dog.
The Lakes at West Chester Village property manager, Jill Moormon, said cleaning up after a pet is about common courtesy.
"If everyone picks up after their dog, then, there is no program that is implemented," Moorman said. "If and when a problem arises and someone is not doing a great job of not picking up after their pet, it just helps keep our clean and friendly and a great place to live."
The letter that management sent proposes that "dog feces are one of the most common carriers of the following: Heartworm, Whipworm, Hookworm, Roundworm, Tapeworm, Parvo, Corona, Giardisis, Salmonellosis, Cryptosporidious and Campylobacteriosis."
"If we find a pile of unpicked up dog matter and nobody's claiming it, then we can send it to the lab and determine who's dog it belongs to," said Moorman.
The letter suggests that having an animal swabbed for DNA is beneficial to prove ownership, should the owner and animal become separated.
Should the animal excrement be one of the resident's, a $200 fine will be imposed each time the animal is not picked-up after. While the amount of the fine seems steep, the management company explained its reasoning in the letter.
"There is a simple solution in order to avert the expense," the letter read. "PICK UP AFTER YOUR PET AS YOU AGREED TO DO UPON SIGNING YOUR PET ADDENDUM."
