I don't know what this is. It's in front of my driveway. After the storm, the water is coming out/overflow from it.
Is the water supposed to be coming out like that? Anyway, can anyone identify it?

It's a ground water cover.
It either provides water or serves as a storm drain.

My neighbor didn't have water coming out of it, but mine does. Even right now. I don't know if I should call someone for this. Is it normal?

i believe that looks like your water shut off valve from your city service and it shouldn't have water coming out of it. I could be mistaken but i would call someone to be on the safe side

Yeah. If you don't pay your water bill, they'll come out with a wrench and a 3 foot-long T handled key, open it up and shut the valve off. It sits about 3 feet down that hole. If you drive in a city, you'll see it all the time. Now you know what it is thy're doing when you see that.

If water is coming out it could be a leak, and letting them know will cover your butt if your water bill has been high in the last few pay periods, depending on which side of the meter the leak is. Either way it needs to be reported. We had ours leaking about a year or so ago and they came out and fixed it and did an average on our water bill, and got some money back, for our over payment.

It looks like a water shutoff valve. For me it is on the main pipe that brings the water in the house. If water comes out around it and if the pipe is broken it can mean a costly repair, mine is in the middle of the driveway... Depending how closer to the street is will determine if the city or you have to cover the bill, or at least that's how it is in my city. Hopefully it is just water due to the rain and not that the pipe is broken.

Best call the water co and have them check it.

I have one as well and it looks similar to this pic i got off the net.

Check your water bills and see if it's been climbing lately.

Ok, just called in. There's an emergency line apparently. I thought I had to wait till morning.
Anyway, it is a shut off valve and water is not supposed to be coming out. My water bill is going to shoot through the roof next month. He'll come out and check tomorrow.
Also, get this. There are two sides on that valve, one side is my house and the other side is water company. If it's broken on his side, he'll fix it. If it's on my side, I'll have to pay someone to fix it. That is crazy. They have to dig to fix it, so looks like I won't have a driveway for awhile.
