Fender lining caught in wheels

So I took a drive to visit some family about 70 miles or so from where I live. Speed limit was 75 on open country roads so throughout the duration I may have opened up a couple times, but nothing insane. As im exiting the interstate I start to hear a sound as if i was dragging something under my car, but i didnt remember hitting anything. I pull over to check it out and see this....

No idea how this couldve happened. My car is lowered on skunk springs, everything else stock, so obviously ive never had to deal with rubbing or anything like that. Any members know how this couldve happened? And also can any members point me to a place to get a replacement?

I did mine last year. I will also change the clips as well some times those things may fit a bit lose after taking them out and over time of air pushing on it can cause it to get worse. I also bought mine from Collage Hills Honda They are cheap and really fast the best place I have found to get OEM Honda parts.
