Fog Lights Chipping???

Hey gang,
Bought this 2012 Si last summer and have been bugged out by these fog lights that the dealership left in this condition. It came used, and I have no idea what the previous owner did. Looks and feels like chipped paint to me, any ideas?

it looks like ...maybe a layer of lamin-x, or knockoff lamin-x tinted film to make the lights look yellow. A lot of users have that on their cars, but that one looks burnt. If you heat it up with a heat gun/hair dryer, you may be able to get a razor blade under an edge and peel it off.
