My 2013 Honda si hood release isn't working.

I was trying to put my battery tender on and the hood won't open when I try the hood release-it just doesn't seem to be unlocking the hood. Any idea's? I tried having another person pull the hood lever and me trying to open it-nothing its still locked.

thanks,so I go under the car and use like a big tire iron to pop it from under the car-not easy for me I have no car lift- Looks like I go to the car mechanic-I am putting car on the road very soon, dang I know its not rusted-must have just came loose. I fixed it just a loose cable.
