Likely turned to jelly sludge, but I doubt it was only 24k miles.
Id believe it. i de sludged a 3.6 pentastar engine a few years ago with 40k kms about 24k miles between oil change. although it still had some oil in it. it was pretty bad. i have pictures but cant find them.
It all depends on what oil was used. Synthetic vs regular.24k seems pretty quick to turn it into complete goo, but I guess I wouldn't know first hand.

I bought a fob off Amazon for the 2001 Forester because it has an alarm and power locks. It's supposed to work, but I can't even get the car into program mode. Everything online says it takes a lot of tries, even saw a dealer tech say he used to do it over 10 times before it would work. Super annoying.

It does say there are two horns in the 2001 forester. It claims to be behind the front bumper by the fog light area. It says there is one by the shock tower for the security system. That may not help thoughCorrect.
I've read that sometimes the horn for the chip is different from the actual horn and sometimes it stops working.
Maybe worth popping the door card off to check to see the mechanism?

Yeah I can see if it was like 50k/75k/100k or something but not at 24k miles... No leak anywhere or did they not put oil in it at the factory (doubt that)? I feel like there is more to the story....
I did that last night and it looked fine.
Called Honda this morning and they had the actuator ($92.xx). Ended up talking to service and they had a 2pm appointment so I let them do it... 1hr labor....
