8th Gen Sway Bar Fit 9th?

You don't need part #12,13 anymore. The Si and non Si models have the same part number for the mounting points for the bushings. The 8th gen they were different.

I would recommend buying new since the "used" price isn't much off with shipping factored in. Also, new bushings come with the new bar.

If he doesn't buy new he'll still need those parts.

22mm Progress RSB installed on my R18 (yes, I know the bar is upside down in the pictures):

22mm Progress RSB installed on a 2012 Si:

Notice how the 22mm bushing/holder fit perfectly on the Si mounting brackets whereas the R18 mounting bracket ends at the bottom of the bushing itself, which is why extra hardware is included with a new Progress RSB.

Interesting....

2012 Si

52318-SVB-A02 (L)

2012 DX/LX/EX
52317-SNA-A00 (R)

52318-SNA-A01 (L)

2013 Si

52317-TR0-A00 (R)

52318-TR0-A01 (L)

2013 Non-Si

52317-TR0-A00 (R)

52318-TR0-A01 (L)

So, on the 2012 Si it is a different bracket from the Non-Si. On the 2013 the brackets are the same. Also the 2012 Si has a different part than the 2013 Si.

Pauly- It depends on what year your car is. If you buy the bar new you can either run the extender hardware that Progress provides or buy the 2013 Rear Lower Arm Brackets.

Thanks to @FB2Chris ! If he hadn't pointed out how he had to run his I wouldn't have checked the 2012 against the 2013. I remember looking once and seeing that the Si and non-Si had the same part #. Didn't think Honda would have changed so much from year to year that is so minor.

Dam @FB2Chris , that sway bar looks like its only attached by one bolt. ???

Two bolts, one on top of the holder and one on the bottom. The top bolt is threaded into an existing nut which is attached to the chassis. The bottom nut and bolt are included with the hardware. There's a hidden flat hex screw behind the actual bushing which is threaded into the bottom hole of the existing R18 bracket.

Link to article? That's basically the reverse of what should happen. It really depends on the chassis and the setup from the factory. The civic is simply setup to understeer and has a very stiff front end as it is. Upgrading the rear sway on this car will improve the handling and help lessen the understeer. This could be completely different for another car.
