You're gonna need fender work when running 17x9 regardless of what you do. I have 17x9 +22 rpf1s and I had to roll my fenders since it spaces out a lot. Or say, sits closer to the fender.
THIS! Finally someone who said they rubbed and had to do fender work! I read a lot of the wheel fitment threads/posts and I'm surprised I don't hear this more often. Fender work is usually unwanted but it's not altogether terrible. I looked into having it done professionally compared to the cost of the tool itself. It was worth it, to me anyway, to just buy the dang roller and learn to do it myself. I started on my wifes car, which was awfully nerve wracking. Hahaha. It's not that bad after the first time you do it.
