most likely buying a pre-owned set of rims and 2 have a decent curb rash on the machined lip and one has a little scuff on a spoke. how do i get them fixed?

Do you have a pic? If not, what kind of rim? You can DIY to an extent, or just go to your dealership and ask them to put you in touch with the people who do theirs. They have that same rash problem too.

It will be hard to fix the rash on the machined lip since it isn't painted.

I would ask at the dealership who does their rim repairs. Honda dealers have rm repair connections. If it's just the lip, they'll be able to grind it down and buff it out, probably for @$50 a wheel, if the lip is originally smooth. If it's grooved on the lip, those guys will generally not duplicate that unless big $$$$.
 
Sand, wetsand, polish, clear coat. DIY.
