It's Iowa State University. What can they do... apparently nothing.

We couldn't register for next session classes, graduate, or file for graduation with unpaid university tickets

They would have to know who the operator of the car is, and whether they're a student. Perhaps it's someone who doesn't even attend classes.

I parked at a meter that ran out on university property - a week later a ticket showed up in the mail with my license plate info, with a place to mail the ticket. Yay
