It's almost like it's semi transparent. Like you get to see some metal shining through from the wheel or something. It's not like a solid painted color or something... I don't know. I dig it a lot.

Ever since I got one and see cars without one it just looks so empty to me.

Pretty much exactly right. They lay down a shiny chrome base coat. Then lightly dust the teal color on. Gives it almost like an anodized look.

Yea lips are cool. Just not for me. I feel they look out of place without side skirts and a rear lip.
