You should power wash it. It'll look brand new.

I should tear it out and put in one that is brand new. It’s lifting in spots, sinking in others, huge cracks, etc.

Yeah I would agree about power washing it if it didn't have cracks/lifting. I see the crack to the right of the pad and also the lifting.
