It should be the same with NJ, which is a no. Quads are not street legal and all 4-wheeled vehicles are treated to have the same features and safety as a normal car (i.e. windows, bumpers, headlights, taillights, brake lights, air bags, etc). Only vehicles with 2 or 3 wheels would be considered as motor bikes.

The Registry of Motor Vehicles told the newspaper that while Mieses was a resident of the State, he never had a "valid Massachusetts driver’s license for a passenger vehicle and has never applied for a motorcycle license".

According to the registry records, Mieses had applied for a learner’s permit in 1999 and 2000, but he wasn't able to obtain a full license "because he failed to pay fines imposed after he was ticketed for speeding in Lawrence in 1999".

The Boston-based news daily also discovered the following information about Mieses:

"Since 1999, he has been ticketed by police 16 times, in Lawrence, Methuen, Roxbury, Andover, and New Hampshire, according to registry records. In June, the Registry notified the National Driver Register that Mieses was a habitual traffic offender whose right to drive in Massachusetts was revoked until 2017, records show."

The bikers had assembled for an informal event called Hollywood Stuntz that drew a swarm of motorcyclists from around the region. The NYPD said it was aware that the bikers were coming and had concentrated on steering them away from Times Square. Even before the Range Rover assault, 15 bikers were arrested, 68 summonses were issued and 55 bikes were seized.
 
Screw everyone of those bikers.. They purposely shut down traffic and ride like a**hats...

In the video you can see that first biker brake check the SUV and the SUV taps the back tire. At that point the driver did stop, but give it another 5 seconds and you can't even see the range rover anymore. And I'm sure they didn't surround the guy to have a friendly conversation..

At that point your either going to fight or flight. In that situation I would have done the same exact thing, especially with my 2 year old and wife in the car too..I'm hitting the go pedal and not looking back..

The bikers acted like total savages in this video. At the end a guy actually drops his bike on the ground just to take his helmet off and proceed to smash the window of the range rover, while another squid joins in..

I'm glad he ran over those idiots...

From what I read the driver won't be charged in any way either...good.
 
The last two are like crash scenes from Die Hard.

An undercover New York police detective seen on video smashing the back window of an SUV during an attack by a pack of angry motorcyclists was arrested Tuesday on charges of riot and criminal mischief after surrendering in Manhattan, police said.

Detective Wojciech Braszczok, 32, was accompanied by his attorney when he surrendered.

Sources told NBC News earlier Tuesday that the officer was seen on a newly obtained video banging on the rear window of the SUV and shattering it. The victim, who was beaten by numerous motorcyclists in the Sept. 29 incident, was then seen being pulled out of the car as the undercover officer rode off, the sources said.


The video is not the one that has been widely distributed on YouTube, but has been reviewed by investigators, the sources said. It was recorded by a bystander using his iPad. It's not clear when the video surfaced but investigators learned of it late Monday.

The detective had originally been defended by officials as a deep undercover officer who failed to act in defense of the motorist because that might have unmasked him. But when the new videotape surfaced those officials felt duped, sources said.

The detective already had been criticized for waiting until Wednesday to come forward and acknowledge he was present at the scene.

This account of the new video was first published in the New York Post and confirmed by WNBC, the NBC owned-and-operated station in New York.

Police have so far charged three men in connection with the assault on the driver, Alexian Lien, who was pulled from his vehicle and beaten in front of his wife and daughter in an incident captured on videotape, and have a fourth in custody awaiting charges.

Police on Tuesday asked for the public's help identifying the four motorcyclists seen in these photos in connection with the Sept. 29 beating of Alexian Lien in New York City.

New York police released photos Tuesday of four more people who may have been involved in the brawl. They asked anyone with information to get in touch with New York Crime Stoppers at 1-800-577-TIPS (8477) or at the Crime Stoppers website.

Before Braszczok's name emerged, sources had described him as a veteran officer who has spent virtually all of his career undercover, sources say.

Michael Palladino, president of the NYPD detectives' union, the Detectives' Endowment Association, said on Monday that the undercover officer had to make a difficult decision.

As many as five other off-duty police officers may have been riding with the hundreds of motorcyclists who flooded Manhattan on Sept. 29 as part of an annual biker event called Hollywood Stuntz.
