I don't understand blackouts in any state....in the USA. How the poopery does that happen? Is it because of the unregulated grid systems or greed or both?
Poor energy policy. Rolling blackouts have been going on in California since the Enron days nearly 20 years ago. They take power plants offline with no way to replace that power. They’ve been sold a lie of energy efficiency will allow them to do that. Add intermittent sources of electricity, no surge capacity, and hog trading of those energy sources and you get rolling blackouts and brown outs during the summer.

Add in California a lack of maintenance of the electrical grid. On a windy summer day, power lines are apt to break and light the poorly managed forests ablaze. So, add to that, a windy and dry day will cause additional blackouts.

For water resources, it’s been over 10 years where they ration how much you can use and when. My family in Sacramento area has dealt with water rationing for 10+ years, being allowed to water a lawn only on days that correspond to your specific street address.

Bad policy and piss poor management.

Here in Texas, we are on our own grid. So we aren't federally regulated which (used to) lead to cheaper costs for the consumer. However, these eletrical sites were not properly maintained or updated/upgraded and now we are where we are.

I think there is more to it than just that. But that's the best I can explain it

This is a correct gist of things. Our biggest issue is that even though the problem's been identified -- ERCOT isn't in a hurry to upgrade or fix anything. So when it gets to either extreme, we'll be in jeopardy of losing power for the foreseeable future. Plus, if anybody got a load of how that equipment looked in those on-site reports during the freeze last year, I expect it to get more fragile each season.

The university I work at has a small powerplant on-site, and the freeze essentially *forced* them to replace at least one gas turbine from the late sixties/early seventies. It wouldn't surprise me if this is common-condition across the state -- the aging turbines part, not the replacement part.

The more I travel out of the US, the more feeling of not living here is creeping in my head. I know every place has its downfalls but man…..**** is just getting worse and worse over here.
 
I think a lot of it has to do with the big shift culturally from Trump to Biden and those who follow on both sides. You tend to see that when the pendulum swings that far and hopefully this next election cycle will shake up a few things and we can get back to a more normal way of life without having to put a political twist on buying an apple.

Maybe one day, but maybe not as well
