^ here is a preview of what they had planned for last year. I believe @Nomar06 said there won't be any registration fee this year, and the meals will just be paid for by each person at each place.
People take radios to communicate and know the roads very well. You can take one lap at "normal" speeds to scout things before doing a loop back around. LEO tend to be on the roads at certain times of the day and at certain places. There are only so many places for them to pull off the side of the road. A lot of roads outside of the dragon are also used. Some of the users have gone for roughly 12 years, and some make the trip to the dragon multiple times a year. There is also a limit to how fast you can even drive the roads around there. It's mostly constant turns. The areas that are "straight" are very short before you're entering into another sharp turn.
