Samsung Galaxy SIII specs
4-inch S3 Mini (GT-I8190) will have a WVGA 800 x 480 Super AMOLED display and a 1.GHz dualcore STE U8420 processor, with a 5-megapixel camera on the back. OS is Android 4.1 Jelly Bean complete with Samsung's own TouchWiz.

1GB of RAM, and 16GB of storage, along with a microSD slot compatible with up to 32GB cards. Connectivity includes Wi-Fi a/b/g/n (2.4GHz/5GHz), Bluetooth 4.0, and microUSB, along with triband HSPA (900/1900/2100) and quadband GSM/EDGE.

NFC for mobile payments and Android Beam, a 3.5mm headset, a 1,500 mAh battery, VGA-resolution front facing camera, and - going by the leaked images - a change to the touch-button design, with simple illuminated lines rather than full graphics as on the Galaxy S III. The whole handset measures 121.55 x 62.95 x 9.85 mm, making it considerably smaller than the Samsung flagship.
 
So the display is rather low in resolution compared to other 4" phones. Other stuff looks pretty comparable, no?

The European version is quad core, but quad core processors won't work with LTE radios, so the US version is dual core
 
For HTC they use the snapdragon s3 dual core in US phones and the NVIDIA tegra 3 quad core in international phones. Samsung also uses the same snapdragon s3 chipset in its US phones and (i believe) there new exynos quad core chipset on international models. Reason is everyone in the US is going LTE but the rest of the world uses gsm and hspa. For whatever reason (i think frequency ranges) manufacturers haven't been successful getting quad core chipsets to work with LTE.
 
Also I would like to add that performance of the snapdragon s4 equals and sometimes beats the tegra 3 and falls barely behind the exynos quad core. This is because the s4 is using the cortex a15 architecture vs the others cortex a9

EDIT: sorry for referencing the snapdragon s3, it was clearly the s4 (found in the HTC one x and Samsung galaxy SIII) I was thinking of. The s3 was found in the rezound. It's also dual core but I don't know as much about it.

HTC One X Quad Core, bought it online from a known online electronics store, the international version, I like it a lot though it is not mine (gift for my wife :)) No LTE but internet is fast enough as is.
I use a Razr V3, I know antiquated but a great phone that lasts 2 weeks and it is basically what I use it for. I sit in front of a computer all day at work so a smart phone is redundant. I am eyeing a Note 2 but I think I would buy a 3rd set of high performance tires for the summer instead :)

I got the iPhone 4 right now. Just waiting till my contract is up in January and I'm leaving AT&T (they suck were I live) and getting the galaxy s III. I'm tired of apple
